益陽創業園是益陽高新區主動承接產業轉移和吸引中小企業科技成果孵化而打造的新型工業園區，現已建成30萬平方米標準化廠房，為單層鋼結構和多層框架結構：單層鋼結構廠房設計長度與跨度為72m×36m，層高9.5m（帶行車）；多層框架結構廠房設計長度與跨度為72m×32m，層高一層5m，二、三層各4m，均帶貨梯。臨標準化廠房區已建成5萬平方米的生活服務區，包括住宿、餐飲、會務、娛樂等設施，能滿足不同類型企業的研發、辦公和生活服務的需求。2007年12月，省人事廳授牌為省級留學人員創業園；2008年12月，省信息產業廳授牌為“益陽會龍電子信息園”。創業園區已接入10萬伏高壓線，裝機容量達20萬KVA。目前已引進企業30余家，現有部分廠房可整棟或整層出租，租金根據年稅收回報確定，一般為6元/平方米/月，同時對年稅收強度在400元/平方米以上的企業，益陽高新區對租金進行獎勵，當企業年稅收強度在600元/平方米時，實行“零”租金。益陽高新區創業園以標準的廠房、優美的環境、優質的服務熱誠邀請各方企業家前來投資興業。

益陽高新技術產業開發區是經國務院批準設立的國家級高新區，地處湖南省益陽市，是湖南省長（沙）—益（陽）—常（德）—張（家界）經濟走廊除長沙高新區外唯一的國家級高新區。益陽高新區規劃總面積220.8平方公里，其中朝陽產業園55.8平方公里，東部產業園165平方公里。益陽高新區是益陽市融生態新區、城市新區、工業新區、文化新區于一體的核心復合體、益陽經濟社會發展的主陣地和益陽實現跨越發展的增長極。 2004年5月，益陽高新技術產業開發區分別被國家科技部和湖南省政府授予“國家火炬計劃益陽先進制造技術產業基地”、“湖南省高等院校科研院所科技成果轉發及產業開發基地”。2008年4月，被國家商務部確定為“中國中部地區加工貿易梯度轉移重點承接地”。2009年10月29日，被省人民政府授予“國家高技術產業基地益陽信息產業園”。2010年8月，在湖南省78家國家級和省級開發區參加的“十大最具投資價值產業園區”評選中，益陽高新區綜合排名第二，被譽為“中部崛起的新秀”。十二五期間，益陽高新區將按照建設國家級創新型示范園區的目標，打造成千億產業園區。

Yiyang business park is a new industrial park that is built by Yiyang High-tech Zone to undertake the industry transfer and attract incubation of scientific results of small and medium enterprises. Now we have built standard workshop of 300000 square meters and they are divided into the single-layer steel structure and multilayer frame structure: the building design of single-layer steel structure is the length and span of 72m × 36m, and the layer is 9.5m high (with traffic); building design of multilayer frame structure is the length and span of 72m × 32m, the first layer is 5m high, the second and the third are 4m high with goods ladders. The life service area of 30000 square meters has been completed in the pro-standard workshop area, including accommodation, dining, and conference, entertainment facilities, which can meet the needs of R & D of different types of enterprise, office and life service. In December of 2007, it was granted with the name of "business garden of provincial study abroad personnel" by the hall of province human affairs; in December of 2008, it was granted with the name of "Yiyang Huilong electronic information park" by the Provincial Information Industry Department. Business park has access to 100000 volts of high voltage line and install capacity amounts to 200000 KVA. At present more than 30 enterprises have been introduced. At present there are still some buildings that are vacant, and the whole building or the whole floor is planned for rent, and the rent is determined by the annual tax return, and it is generally 6 Yuan / square meters / month, and we have rent prizes for the businesses with annual tax intensity of 400 Yuan / square meters. When the enterprise tax intensity is 600 Yuan / square meters, the "zero" rent will be implemented. |
Being located in Yiyang City, Hunan Province, Yiyang Hi-tech Industrial Development Zone was approved to be one of national high-tech zones by the State Council, the only national hi-tech zone in Chang (sha)-Yi (yang)-Chang (de)-Zhang (jiajie) economic corridor in Hunan except Changsha Hi-tech Zone. The total planning area of Yiyang Hi-tech Zone is 220.8 square kilometers, Chaoyang Industrial Zone is 55.8 square kilometers; and the area of Yiyang High-tech Zone Eastern Industrial Park is 165 square kilometers. It is the core complex of Yiyang city Financial Ecological District, City District, industrial area and new cultural area. Also it is the main front of Yiyang economic and social development and helps Yiyang to realize the spanning development. In May of 2004, Yiyang high-tech industrial development zone is granted with the titles of "Yiyang Advanced Manufacturing Technology Industry Base of National Torch Plan" and "Scientific and Technological Achievements Transfer and Industry Development Base of Hunan Provincial Institutions of Higher Learning and Scientific Research Institutes" by the national Ministry of science and technology and the Hunan provincial government respectively. In April of 2008 it was identified by the national Ministry of Commerce as the "Major Undertaking Ground of Processing Trade in Central China". In October 29, 2009, it was titled by the provincial people's government "Yiyang Information Industry Park of National High-tech Industrial Base". In 2010 August, among the 78 national and provincial Development Zones that took part in the election campaign of "Top Ten Industry Parks with the Most Investment Value" in the Hunan province, Yiyang High-tech Zone comprehensively ranked in the second place and was known as the "Rookie Rising in the Mid".
